Healthcare Facility Design Standards
MOHH has launched the Healthcare Facility Design Standards (HFDS), Singapore’s first national framework for the planning, designing, and building of healthcare spaces across the public healthcare system.
MOHH has launched the Healthcare Facility Design Standards (HFDS), Singapore’s first national framework for the planning, designing, and building of healthcare spaces across the public healthcare system. The launch event “Beyond Blueprints: Redefining Hospital Design”, graced by Mr Ong Ye Kung, Minister for Health and Coordinating Minister for Social Policies, marked a significant milestone in Singapore’s healthcare infrastructure journey .
Developed by MOHH’s Healthcare Infrastructure Projects Division in collaboration with the Ministry of Health, public healthcare clusters, regulators, consultants, and industry experts, HFDS brings together key stakeholders to shape our public healthcare infrastructure, from concept to completion.
HFDS is one of the three core pillars that streamlines the hospital delivery process:
- Healthcare Facility Design Standardisation – HFDS accelerates design processes, makes construction more predictable, and improves cost effectiveness.
- Early Contractor Involvement – ECI brings the contractor in early to improve buildability and cost efficiency, and also identifies risks, minimises reworks and creates a more collaborative, predictable project outcome.
- Streamlined Project Review Process – The approach will help shorten project review timelines, enabling expedited approvals to allow construction to commence earlier.
This approach ensures that our public healthcare facilities are designed to be flexible, future-ready, and patient-centric, while improving cost-effectiveness, quality, safety, and sustainability in construction.
With HFDS, consultants, contractors, and healthcare facility operators can expect simpler processes and stronger collaboration.
Crucially, HFDS is a living framework that will continue to evolve with ongoing learning, collaboration, and innovation to deliver world-class healthcare environments for Singapore. It is a testament to MOHH’s commitment to shaping a future-ready healthcare ecosystem that delivers quality, efficiency, and value.
