The Institute of Healthcare Governance and Management (IHGM) cascades system-critical policy perspectives, public healthcare ethos & values, and system-wide management & leadership skills to the public healthcare family.

These online courses equip new employees and emerging leaders with an understanding of the public healthcare system in Singapore, to help them orient themselves within the larger context and lay the foundation for a career in the sector. This series of courses is open to all public healthcare employees and is delivered entirely online.

  • ​Navigating the Public Healthcare System (NL1) provides learners with an overview of Singapore’s healthcare sector and the principles that have shaped the current public health system and its key directions and policies. It explores the values and vision that underpin the system to help learners understand and align with the greater public healthcare mission.
  • New Leaders in Public Healthcare (NL2) offers an insightful introduction to leadership in public healthcare, emphasizing the unique challenges and opportunities that leaders encounter in this sector. This course also covers the ONE Healthcare Leadership Framework, team effectiveness strategies, and change management principles.

The Effective Departmental Leadership Series (E-Series) is designed to equip departmental leaders in Singapore's public healthcare system with the essential knowledge, skills, and confidence to excel in their roles. These blended learning experiences combine in-person seminars with self-directed action-learning that will allow emerging departmental leaders to apply their learning directly to their workplace context.

  • Departmental Leadership Perspectives (EDL1) is designed to equip leaders with essential leadership perspectives needed to excel in departmental leadership roles. Participants will explore the unique challenges and opportunities presented at this level of leadership, gaining insights into the strategic considerations, decision-making processes, and contextual factors that shape effective departmental leadership.

    Course Dates (2 runs in FY2026): 8 – 10 July 2026│ 2- 4 Sep 2026

  • ​Leadership Levers (EDL2) equips leaders with practical levers to strengthen team performance and collaboration. Participants will develop strategies to motivate and grow people, foster healthy team culture, and engage stakeholders across the organisation and sector.

    Course Dates (1 run in FY2026): 5 Nov – 6 Nov 2026

  • ​Strategy and the Art of Execution (EDL3) equips departmental leaders to think strategically, make deliberate choices, and translate strategic thinking into clear priorities and practical execution within their departments. Participants will learn practical approaches to strategic planning, recognising essential trade‑offs, aligning their department with organisational priorities, and activating a coherent, actionable strategy that drives meaningful results.

  • ​Leadership & Governance (L&G) is designed to support public healthcare departmental leaders navigate the complexities and demands of today’s world and understand Singapore’s governance and healthcare priorities. The course will engage participants to reflect on the essence of leadership, deepen their understanding of the fundamentals of governance in Singapore and explore its significance behind our healthcare priorities and policy.
